Webster WI is in the middle of nowhere. MSP is 102 miles away.

Don't know shit about Joliet unfortunately other than it sounds like a normal suburb
 
I'd opt for Joliet. Much closer to civilization/services/activities and the better roads will be salted and plowed if there's snow.

If you got stuck halfway to Webster, you'd be in survival mode.

This is concern #1. It would be late March, so maybe the worst of winter would be over but still possible to have a storm and get stranded somewhere. If I lived up there I would know the roads and be familiar with the possible conditions. But i don't.
