Oh, I believe it! I've seen it myself when I've ventured down there. I have a couple small condos in Jupiter that I lease out, so that's my excuse to go down there and check on things during the winter time.

It can be 60 (or less) out and I'm walking around in shorts and t-shirt and the locals (all bundled up) looking at me while muttering, "fuckin' tourist!".
