I think most targeting calls should be unnecessary roughness insteadWhen the defender makes the move he doesn’t know the guy is falling to the ground. Players used to be taught to never give up on a play. Appears that a penalty now if you don’t.
And it’s not targeting one but, unnecessary roughness if the refs really want to call something. Again it was shoulder in back.

He hit him while he was inches off the ground, already being tackled. He wasn't going to score had he not been hit there. The ball was at the 2y line.
It was a lame call for sure, but he wasn't going to score without that hit.
