Obviously whatever he's done has worked for him weight wise but 20 at 80 reps would need bumped up ...yes.

I've read that lower weight at high reps, has the same muscle building end result as heavy weight at low reps, and is encouraged for older people. Less chance of getting injured.

The issue is that it takes longer.

it would be a good way to end an arm workout, but then you might not get as many reps. Only problem with those high reps is getting tendinitis in your elbows,
