It seems to be all he wants in life, a little bit of power to validate his existence. Sounds like someone who would be a cop just to hide behind the shield.

Please expound further.I don't envy anyone that chooses to be a mod for the PF, trust me.
You'd feel like Wallace in last night's debate. Trying to maintain order and move the conversation forward, but then there'd be pretty much everyone not giving a crap.
The PF needs either of these circumstances:
1. No holds barred. Enter at your own risk. Only things that would be moderated would be outright racism, sexism, etc, especially used in a personal attack against another poster. Otherwise, sort through your own moshpit.
2. Crackdown on personal insults. You can still debate, refute, and post sources supporting your viewpoint or in opposition of another's.
3. A debate club, where only factual evidence is allowed, no personal attacks, and no emotional arguments can be provided. Policy differences can be presented and it would be up to the reader to determine what they think would be best.
I think we can all agree that number 3 is unobtainable here, and likely in an actual debate club/course in today's America. Number 2 is a possibilty, and has been tried in the past at SH. It would take a team of mods that can be considered unbiased in their decisions, regardless of personal viewpoint. It would also take a buy-in of the majority of posters to abide but guidelijes, even if there are growing pains.
However, we're at option 1, so if you venture into the PF, you do so well aware of what you're getting into and there should be no complaints.

Pretty much nailed it. The PF migrated at the other place over time between 1 and 2. Yes leniency was given to those who were known commodities and it was clear who was just in a surly mood one day vs a noob who rolled in with both barrels blazing. I and the other mods would try to read everything but not a lot of attention can be given to every post so a lot is missed. It just comes down to people understanding what you are going to get on a mostly anonymous message board, and choosing to partake or avoid it. Know that if you go in and make a good point with facts and cited sources, and still get slammed. Assume everyone you are talking to is a 13 year old male and things make a lot more sense in the PF.
