Well, to be fair, there is subsonic ammunition. I don't generally use the stuff, except in a .22 pistol.

It is more rare though, and generally involves heavier, more expensive bullets.

Depends on the action. Once I shot some Fiocchi crap that was so weak, it wouldn't cycle the action and I had to work the slide after every shot. This wasn't through a suppressor or anything, either.
 
Why would you want a slower round?

Seriously though. A gun is loud, because of the explosion, not the breaking of the sound barrier.

Snapping a towel is the sound of the corner of the towel breaking the speed of sound. It’s not loud.

A gun is loud because of ignition, but mostly from the bullet leaving the barrel post 343.

The same can happen with a whip or towel.
 
Oh, and the size of the fabrics in a towel's end are much smaller than a bullets. Bullets are much smaller than jets. Hence, the "level" of the "boom."
