Heard about this on the ticket last night. Wanted to read up, so now I will. Sounded really stupid for someone to get a credit for NOT using electricity.

I doubt any payout that big happened in Illinois, but my power company, Ameren Illinois, has a program to earn credits to your power bill thru reduction of power usage during peak load times.
