Not sure I'd agree with this one. Better QB developer, but better overall coach? He's never had a defensive unit that would compare to most of Penn State's under Franklin, and while Franklin's offenses weren't putting up wild numbers every year he's always had at least a very solid offense while basically every Riley defense was pathetic.

He did at least win 4 Big 12 titles and make the playoffs 3 times. Franklin’s best year still saw him lose 3 games.

Franklin’s back to back 9 win seasons at Vandy were more impressive than anything he’s done at Penn State IMO

Riley also coached in a far more inconsistent and shitty conference. During Riley's 5-year tenure, the Big 12 had one season with more than 3 ranked teams and that was the fucked up 2020 season where a bunch of teams didn't play. Meanwhile, the Big Ten has only had one season of less than 5 ranked teams.

Franklin also has two 11-2 seasons under his belt, which is the same amount of losses in Riley's best seasons at OU. Put Riley at PSU from 2017-2021 and he's no better than Franklin playing in that division/conference.

Equally impossible to tell how many overall wins vs OSU he'd have if he had to play them every year. Could have the same record. At any rate, I don't see anything that suggests he's "for sure" a better coach than Franklin though. All I know is the Big Ten has been a tougher gauntlet nearly every single year.
