I bet the NCAA keeps the ban on in-person scouting in place.

Even though they approved helmet communications to combat what Michigan was doing.
There’s no point to banning it. Serves no purpose and is unenforceable. You’ll never be able to easily regulate someone affiliated with the school having someone else go to games.

Honestly, im a little shocked there aren’t third party scouting agencies out there who do this on their own and sell information to schools.

We’ve gone over this. Unless that person is an employee of the school there is no rule preventing this. Nothing prevents you from having a company that hired people to attend games and scout signals. There’s nothing in the rule that would prevent you from offering that up as a subscription service. And there is nothing in the rule that would prevent athletic department staff from subscribing to it. In the same way schools aren’t prevented from using information on recruiting sites, irrelevant of when and how that indenting was gathered.

This isn’t at all equal to murder: for one, the NCAA doesn’t limit this. All things not called out by rule are legal in the world of college athletics. And I gave you a directly equal scenario with recruiting. You don’t think Sam Webb is feeding Michigan information to recruits and back to Michigan during dead periods, while working under the shroud of 24/7? (And other schools similarly).
