A new TV show about the cops of Batman's Gotham City, possibly to be titled Gotham Central after the comic book series by Greg Rucka, is in development for HBO Max by Matt Reeves, director of the upcoming film The Batman.

Yes, this sounds very similar to the recently-completed series Gotham, but unlike the earlier Gotham:

- the new show will be contemporaneous to an adult Batman instead of a prequel set in Bruce Wayne's childhood

- the new series will be set in and share continuity with the DC Extended Universe (DCEU) (update: this will no longer be the case since The Batman was moved out of DCEU continuity)

Though based on the Gotham Central comic series, per Matt Reeves at DC FanDome, the new series is apparently to be titled Gotham PD. It will be set in Batman's Year One, before The Batman's Year Two, and thus be a prequel to The Batman (which is itself a prequel), and focus on the corruption among the cops of Gotham.

Does that mean that Batman will exist within the universe of the show and might show up time to time or be talked about amongst the characters but wouldn't be a focus of the show?

Yep!

That could be pretty cool. I'd imagine that show likely turns into more of an involved Batman show over time which I wouldn't mind.
