Its lazy. Most places have corrals or whatever you call them in multiple places. I like Aldi's system where you have to put a quarter in to get a cart and then you get it back. Never see any wild carts in their parking lots.

I went to the store today and there was a cart in the middle of a parking spot twenty feet from a cart corral. Whoever left it there should be beheaded and their skull left on a pike as a cautionary reminder to anyone who would commit such an affront.
