• Clubs promoting top prospects to Opening Day rosters will be eligible to receive Draft picks if the player finishes in the Top 3 in the Rookie of the Year voting or Top 5 in MVP/Cy Young voting.

Now this seems to be saying that the pick can be earned if the player receives MVP/Cy Young votes any time before they gain arbitration rights and not just for the rookie season, but it seems that Seattle would be awarded the pick this year under either reading.



To discourage service-time manipulation, teams can receive Prospect Promotion Incentive selections after the first round of the Draft or a potential International Draft. If an eligible prospect makes an Opening Day roster, receives a full year of service time in that season and receives sufficient award consideration in any season before qualifying for arbitration while with the same club, the team will get a PPI choice.

The rules suck. Braves get 1-2 in NL ROTY and get shit because Harris was a mid season call up and Strider wasn’t on enough prospect lists

So, it seems that Strider could have been #1 on every prospect list and it would not have mattered. Apparently the "top 3 finish" detail was contingent on an international draft. No agreement was reached on that issue so the draft pick compensation for ROY was restricted to the winners of the awards.

This is also an interesting detail


· The player cannot enter their rookie season as a foreign professional and the player cannot be signed to a Major League contract covering more than one playing season prior to making their Major League debut. Essentially, this means a player must debut before signing an extension. In the past, this would disqualify players like Luis Robert, Evan White, and Eloy Jimenez.
