That's how it used to be for years in CFB. Not sure how long ago they changed it to match the NFL but I don't think it was that long ago.
 
Bad rule because:
1. Rewarding WRs with a bale out rule for not doing their job, not getting good position infield and letting the DB drive them towards the sideline
2. Any WR that almost don't get their toe inbonds with contact from the defender, I guess he's "driven out" TD ? :noidea:
 
Also there's a possession issue here.

Is he bobbling the ball before he's driven back into the field of play?

On a regular catch in the field of play you have to show possession.

Hide and watch. The Big XII is going to start pushing all kinds of edgy, gimmicky stuff in an attempt to elevate itself. A few things might be interesting but I'm gonna wager most of them will be just woke, stupid, contrived BS that will get them ridiculed by the B1G and SEC.
