LOL at this opinionDidn't think I'd have to give you a play by play, but here we are.
If you take the top teams in each conference: Utah & Oregon in the PAC; Okie St & Baylor in the B12; Pitt & WF in the ACC. On paper, the ACC seems the weakest of the 3. The PAC IMO slightly stronger than the B12, but pretty even. Not a ton of difference all around IMO and wouldn't be surprised between the 6 if any team beat the other.
Go down a level to the next tier (programs with winning records) and you have Clemson, NCSt, and Miami in the ACC; the B12 has OU, Iowa St, and KState; the PAC has ASU, UCLA, Ore St, Wash St. Again, I don't see any real separation here. Pac I'd give the edge to just simply for having more programs above .500.
Next level is teams with a .500 record: ACC - Louisville, VTech, Virginia, UNC, Boston College; B12 - WVU, TTU; PAC - none. The ACC appears to be strongest here and PAC the weakest.
Final level consists of the shitty programs and some big names that historically underperformed: ACC - FSU, Syracuse, GT, Duke; B12 - Texas, TCU, Kansas; Pac - USC, Colorado, Cal, Washington, Stanford, Arizona.
If i go down the list level by level, there's no way I can definitively say the B12 is better than the other 2 conferences. Maybe a stretch for me to way they were the worst, but you could definitely make a fine argument that any of the 3 is better or worse than the other 2.

I wouldn’t argue if you made it just about the ACC and B12. I could see an argument for the ACC being better.
There is no way I could see you make an argument for the Pac this year. The PAC managed to lose 7 games to G5 or 1-AA teams. None of that includes them going 0fer against a semi Power but not really BYU who is really good. BYU managed to lose by 2 touchdowns vs B12 champ game winner Baylor. BYU still swept the PAC including wins over conference champ UTAH. The B12 with 2 less teams still has 1 more ranked team in the top 25. And while not a huge indicator, the B12 went 2-0 vs the PAC.
You could of just said because Oregon won at Ohio State, I say the Pac was better.
