I remember a couple of those games. But I thought it had more to do with Ole Miss, Arky, etc not being used to seeing a Leach offense. Once they saw them more frequently, they adjusted.
Since I live 90 miles from Lubbock, I've seen them a lot. You are right about them playing up/down to the level of competition. I've always thought it depended on the health of their defense. They've never been able to develop enough depth to overcome key injuries on that side of the ball. When they are healthy there, they stay in each game and have a chance to win 'em.The Texas Tech team that beat Arkansas had Kingsbury as coach and was 6-6 or something like that.
It isn't just SEC or Big12 teams, I have seen them beat other teams OOC. It always seems like they are a tough out but they always end the season somewhere between 5-7 to 8-4. They never tend to have breakthrough seasons.
However, in the deep past, that may have been Leach because Miss State looks a lot like that in the SEC now. They win a big game one week and get flatten the other. They are probably the most inconsistent SEC team.

They'll never be "elite" per se. But they should be competitive for sure. Recruiting to Lubbock is a lot more difficult than recruiting to Forth Worth or Waco. While small and private, don't underestimate the Horn Toad and Bear faithful. They'll ante up when needed. Not to the level of a Texas or A&M, but they'll pony up when needed.Texas Tech should be a far better program. It is surprising that Baylor and TCU have both been stronger than Tech. Tech has more resources, especially being a public school, and a far more dedicated fanbase. I think they could do very well in new Big12. Issue is that they need to be consistent. Ironically, this is also a similar problem for Texas and Texas A&M who are very up and down every year.

Another BS win for Kentucky aided by horrific officiating. SEC officials are terrible. That roughing the kicker was absolute bullshit and one of many horrible calls in that game.
