They can and coaches take advantage of it all the time. think about it, you run a guy in with 20 seconds left on the play clock and the umpire stands over the ball...at 14 seconds the D runs their guy in and at 10 seconds the guy he's replacing runs off...now the ump steps off the ball with 3 seconds left on the play clock...and you don't have an actual play called...it happens pretty regularly
