And one could argue there could be a western part of Virginia. And historically speaking WVA was VA at one point. And yes, WV just fits better in to the lyrics.
But at the end of the day what really stands out to me is

All I know is that a car leaving Beckley on a full tank of gas can usually make it to Greensboro. That's how we have so many people from West "By Gawd" Virginia end up here.
