This is supposed to be the sequence:
Ref hears/sees time out signal.
Ref checks to make sure the person who called the time out is allowed to do so.
Ref then checks to see if the ball has been put in play. <=== The ref did not do this step.
If not, blows the whistle and waves like a parade princess. <=== The ref did this, even though the ball was already in play.
If the ball is already in play, the time out is not granted.

According to the ref they had on TV last night he said that isn't true. He said it's not when it gets signaled by the referee, but when the coach calls it. He went as far as to say that it doesn't matter what happens on the field after the coach says TO, they are in control. I mean we see this all the time.You got me.
I should have said the ref 'signalled' a timeout.
It becomes official when the ref signals it.
And before he does so, he needs to do two things.
1) Confirm the timeout is being requested by an authorized person.
2) Confirm the ball is dead.
