This is supposed to be the sequence:
Ref hears/sees time out signal.
Ref checks to make sure the person who called the time out is allowed to do so.
Ref then checks to see if the ball has been put in play. <=== The ref did not do this step.
If not, blows the whistle and waves like a parade princess. <=== The ref did this, even though the ball was already in play.
If the ball is already in play, the time out is not granted.

100% correct.

Strange game for him - first 20 minutes, he was great. Then 20 minutes of terrible - 0-4. Then lights out from the end of the 3rd to the end of the game - 12-14, 207 yards, 2 TDs, 1FG. Baller. 4 of the 5 throws on the last drive were about as good as you will ever see ... he was threading the ball in between a bunch of players.

I was really impressed with Stroud. He ran for the first time, evidently, and we weren't ready for it.

It becomes official when the ref signals it.
And before he does so, he needs to do two things.
1) Confirm the timeout is being requested by an authorized person.
2) Confirm the ball is dead.

According to the ref they had on TV last night he said that isn't true. He said it's not when it gets signaled by the referee, but when the coach calls it. He went as far as to say that it doesn't matter what happens on the field after the coach says TO, they are in control. I mean we see this all the time.

2 examples:

- Let's say a coach calls a time out right in front of the ref, but for some reason he waits 3 seconds. The TO will be when the coach called it, not when it was delayed by the ref.

- You see coaches all the time standing next to a ref as the clock runs down. They say, "timeout" right when it gets to 1. The ref always takes at least a second to then blow the whistle and wave his hands. Do you think than means the TO was not timely? No ... they always tell the clock operator to move the clock back to when the coach said TO.

United ... flights from RDU are already at $1000 per. VRBO/AirBnb are cheap and close to the stadium and cool places. I am expecting tickets to be $1000 each. The total trip budget for Sat - Tues will be about $7K, all in. Should have booked my flights sooner, but the delta is only about $400 each, so it's still a lot.

This is one reason why they will eventually play the quarter-finals at home fields. It's too expensive to do CCG, 1st round, quarters, semis and then finals. My buddy and I decided against Atlanta to take the shot at LA. I wasn't dropping an extra $3-4K for Atlanta.
