IMO, Tupac in "Juice" and Ice-T in "Surviving the Game" are top two best performances by a rapper that I've ever seen. My personal favorite movie featuring a rapper is "Friday".
 
Overall, it’s prolly Cube in Friday.
In a drama, it’s prolly Tupac in Juice
Best actor in general is prolly Latifah
