I think the B1G actually did look into changing their number initially but IIR the Big 12 had already copyrighted Big 14 and 16"

That article was in 1994 and states that for the Big 12 to add teams those schools would have to generate up to 4 to 5 million a year in revenue.

In 2024 that number is over 30 million.
