They may have DNA evidence or something along those lines that wouldn't have helped at the time but technology has drastically advanced since then. This is the same way a lot of other people have gotten off after years of wrongful imprisonment.

Suge may have killed Pac the way Charles Manson killed Sharon Tate. It's certainly is within the realm of possibility he ordered the hit, but it's highly unlikely he pulled the trigger himself. Whoever did pull the trigger likely got clapped in short order. ...Send a pawn to take down their Bishop then sacrifice that pawn. All part of the game.
