I think he thinks Oregon beating Ohio State once in a regular season game that ended up being meaningless means they are assured to constantly compete with the big boys.

Without the playoff appearance, Oregon is more like Wisconsin, consistently good, but not a threat. I see Washinton as a Penn St type, USC slotted just below Michigan/ Ohio State and UCLA Purdue type.
