Since the 4th of July I’ve answered the phone twice when the lil lady called. Twice I didn’t answer.

Quite frankly, it seems like a he said/she said thing. But I can absolutely see someone having a non-sexual relationship that was somewhat inappropriate (for a married guy), continuing to contact said person and Mel taking that consensual relationship and turning it creepy by jacking off over the phone without her consent. That seems more plausible here. He took her continued contact as an open door to be a creep and whack it over the phone.

Either way, MSU now has cause to fire him and get out of that contract because of the situation. There's some clause about not doing anything that could be embarrassing for the University and I suspect this qualifies on all fronts. I don't know how he'd ever recover from this at the school.

Could she be lying? Yes. But either way this situation is embarrassing for the school and harms the program.

They had a working relationship that went a little further, he read that as her opening the door for some kind of affair and thought his best course of action was to jerk it over the phone, it freaked her out, from there he went all in on the creepiness with sending gifts and stuff.

I guess she could be lying, but about what really? He admits to doing it... Probably a good lesson in if you want to escalate a relationship (in general, but especially with someone involved with work), be really damn sure they're on the same page and want that extra attention. Also, if you're married, maybe just focus on that relationship.

The fact that he lied to the Title IX investigator and tried to pay her off, really doesn't help his innocence

It absolutely hurts the university and program. And your scenario is plausible. But 27 times on the phone for 30 minutes a pop? That seems a little sketchy to be claiming he suddenly came onto her whacking it on the phone one time. Plus he’s still claiming it was consensual.

But this was over a pretty long period of time, a time in which she was working as a consultant with the University and doing multiple talks on campus. So It's not totally unusual. The thing that makes him seem guilty is lying to the investigator and then trying to pay her off.

This is what I don't get with some of the responses... He's already been caught lying about the situation and apparently trying to bribe his way out of it. Some hoopla posters: "yeah... she's probably lying though"

It was over the course of a year according to the article I linked, that’s a little less then every two weeks, for a 30 minute phone call? A consultant for the university? She visited MSU 3 times, one of those was to be honored at a spring game. Again your scenario is plausible but not the only plausible one. I think the truth is somewhere in the middle and again Tucker is still claiming it was consensual.
