No he was taking a knee. But rather than go under center he did it from the shotgun formation. I mean even if it’s to burn a little more time, there was 10 seconds left and Navy had no timeouts. Why risk an errant snap.

yeah... but if you have never taken under center that could be more difficult than a shotgun snap...

center might not even know to turn the ball clockwise
 
The way the end of the game played out with fumbles and the interception, both teams should have been given an L.
