They give scholarships to midgets. Knew a girl in college that was just over 4'10". Had she been that 1/4" shorter she would have been eligible

Not saying James Madison should be ranked in the CFP top 25, but they are undefeated, their opponent's are a combined 29 wins and 27 losses, and they have only played two teams so far that are below 0.500. Quite a few P5 programs can't say that.
