Michigan provided basically identical documentation of our own signals. This is just information all teams have. Stallions used a shortcut to get it.

The FBI came to Michigan for a totally unrelated issue. And pretty much every official entity has stated that at this point. Now, it's possible some stuff related to this sign thing came up during that other totally unrelated issue but there's no indication that other issue has NCAA implications.

Notebly, the NCAA isn't an entity with the power to "grant immunity". They have very little power over players -- most of which can leave at any point to the NFL. They have no policing authority what so ever. So if a crime was committed, the NCAA would absolutely not be able to grant immunity.
