The point of the penalty for late hit out of bounds is to protect players who have stopped playing and “let up.”
So, this in no way is that.
They should NEVER calll this penalty on the first step. Everyone is playing at game speed. It’s IMPOSSIBLE to stop yourself in mid tackle.
