Apparently the test that they do before the game came back as inconclusive. Instead of redoing that test, they decided to do a new test which takes approximately 2 hours to get the result.

I don't know who made the decision to let him play. But I'm sure it couldn't happen without the go ahead from MLB.

The inconclusive test was from Monday, not directly before the game. The second results came back after the game started, when they typically come back beforehand. I'm not actually claiming the league turned their heads on this, but on Game 6 of the World Series, to have the tests delayed? Come on...the game was at 8 PM. They had all day to rerun tests. A regular season game he would have been sitting out.
