I think the refs are just wanting one team to win. You can still commit penalties on a free play.

I believe they determined he was forced out, so allowed to come back in

Makes sense, but sure looked like the WR was just running around the defender to me.
 
That was a catch from the word go, he had possession in one hand. Total waste of our time on that replay
