Correct me if I’m wrong:
1. The quarter and semi sites are determined before the season starts.
2. The higher ranked quarter finalists go to their conferences’ traditional bowl sites.
3. The top ranked semi finalist chooses their semi site.

First time a thread title gave me a headache
 
If they'd also play the quarter final/semi final games on campuses it would at least be less of a financial burden on half the fans. (At least theoretically.)

Screw every last stinking bowl. Let them choose teams from the other remaining 120+ schools if they want a game.

Quarters should be at home. I dont mind having semis at bowls.

One thing about 2. that I do not understand. Boise State as the 3 seed and was able to choose the Fiesta due to their seed and kick Big XII Champion Arizona State to the Peach - even though the Fiesta is considered the Big XII's Traditional Bowl Home. So, since that happened, why couldn't Georgia choose the Peach instead of the Sugar as the 2 seed? If the answer is because the SEC's Traditional Home is the Sugar, then Boise shouldn't have been able to choose the Fiesta at the expense of the Big XII Champion while Georgia could not choose the Peach instead of the Sugar. Seems like the Tradiitonal Bowl tie-in should work coming and going. Of course, if Georgia went to the Peach and Arizona State went to the Fiesta, that would have left the Sugar for Boise State. I know what happened, happened. Just an oddity to me.

Teams don't choose the sites for second-round games.

EDIT: A first-round team seeded 5-8 could choose a different site than their home stadium.

Then the Fiesta chose Boise over Arizona State? Seems odd:

Sugar = SEC
Rose = B1G
Fiesta = Big XII
Peach = ACC
G5 = Unassigned

Yet, both #3 Boise State and #4 Arizona State received BYE's but Boise State landed in the Fiesta instead of the Big XII Champion - which is affiliated with the Fiesta Bowl.

If Boise didn't choose the Fiesta and the Fiesta didn't choose the Broncos, but BSU ended up in the Fiesta due to geographical reasons due to their seeding, why didn't #2 Georgia end up in the Peach instead of the Sugar for the same reason?

Does that make sense? If I am missing something, please point it out. Is the Big XII no longer tethered to the Fiesta like the SEC to the Sugar, the B1G to the Rose? Are both the Fiesta and Peach non-thethered Bowls this year? If that is the case, I get it.

Tethering only matters for conferences with historical ties to a bowl that are one of the top 3 seeds. If ASU was seeded above Boise, they'd be in the Fiesta.

So, that makes sense. The line in the sand is the top 3 seeds. I was unaware of that. Thank you for that clarification. :)

I mean, it's not so much a line in the sand...it's just that the #4 seed gets the last one left.

So, theoretically, if these same top 4 seeds were 01. Georgia, 02. Ariz. State, 03. Boise State and 04. Oregon, Georgia would be Sugar, ASU would be Fiesta, Boise would be Rose and Oregon would be Peach?

Semi sites are locked in (and have been so since before the season).
