Or not licensed. Most everywhere it's legal to be armed in your place of business without extra papers.
Protect yourself at all times, worry about government regs later when you're still alive.

Some part of the criminal justice system, that’s for sure. I don’t know enough of those details to say which part.

But he might’ve also been issued a license to carry while having a restraining order against him (and being ordered by a judge to turn over any weapons he has). That also isn’t supposed to happen.
