The Sportsbook developer just responded saying that we're expecting things to be like they were in the original 1.0 version we were on years ago but almost everything is different, and he thinks, better.

He referred me to this to understand the Cash-to-Poor payments. Implemented - Cash to Poor system

Reading it and will try to understand what happened. Just to be clear, has anyone still not gotten the welfare payment?
 
I might have already found the issue. :L There was a one-day waiting period in the permissions. I changed that to no waiting period. I bet that fixes it.

me and @Inquisitor did not receive the welfare at 11pm when it was issued and we were both at $0 then but when you forced it through later this morning we had been paid after midnight on some winning bets so we were no longer at $0 and thus not eligible. i dont care if i get the 500 or not but just letting you know what happened as i understand it.

...which makes perfect sense with what I'm sure is the problem: that one-day waiting period in the settings because I just looked in the log and at 0854 I ran the cron job that does that payment and it sent it out. That WOULD have run tonight at 2100.

I think the whole problem was the incorrect setting. We'll see.

Just make sure you stay at zero for a couple of days and you should get double poor payments
