There's a difference between getting noticed and becoming a group that "hits".

Dreamboat Annie is what made them famous, it's not necessarily how the were "discovered" by music industry execs. Typically, bands start getting noticed for playing covers well, and if they have some original music that is pretty good, music companies sign and promote them.

I haven't found a shred of evidence that says Heart was noticed because they played a few Led Zeppelin songs that Zeppelin stole from someone else.

You should probably have been paying closer attention then.

From a 2019 interview in which Ann Wilson talks about how Led Zeppelin IV (released in 1971) was a game changing album for her...

“I knew from the first time I heard it that I had to reproduce that,” Wilson recalled. “‘This is a teaching album,’ I said to myself. “I would listen to The Beatles and listen to the Stones and Elton John and the other groups that I was listening to in my teens,” she added. “But [IV] really hit me where I lived."

Pretty safe to assume they were playing Zeppelin covers. In fact, if memory serves, part of the reason they were noticed was because hard rock/heavy metal bands were pretty much a "boys club" back then, so seeing a hard rock band fronted by females was unusual. To see them performing Zeppelin covers and doing it well, was even more unusual.
