Read an article about the area where this happened. There is no real bedrock, or stabile solid there. It's all just saturated sand. This place was built in the 80s, during the cocaine peak, and probably should have never been built.

There was some documentation of building inspections, and that place was estimated to be sinking at 2mm a year, in the 1990s. Sounds like a combination of bad construction, paid off officials, and a matter of time.

Also could have been a sink hole.
