but yes, you can force someone to a certain level of responsibility, like stores requiring mask wearing while shopping. They are private businesses and can enforce whatever they want to enforce in their space.
Yes and no. It's not quite that simple. A business can decide for themselves that everyone who enters must be masked, vaxxed and wearing a hazmat suit if they want to...but if enough people decide not to conduct business there, they will have to change that requirement or risk going out of business.
People who don't want to risk getting exposed have plenty of ways to avoid it. They can wear their masks, they can social distance themselves and they can have pretty much anything they want delivered to their door.
Hell, people don't even have to go to the theatre to watch a first run movie anymore.
