Does this mean actual HoF doesn’t matter, just the number of AS appearances dictate these buckets?

Yes it does matter to be considered a HOF pick the player is either in the HOF or he has 9 or more all star appearances, ABA counts.
 
There's more than 400 players in the hall of fame I believe, we will be drafting 72 HOFers or 9+ All Stars, should be just fine.

I am eliminating 9+ All Stars as there are none eligible for this draft who aren't in the hall of fame, please check the OP
