I believe the 2nd tag is based off the full value of the deal, not just what was earned. Essentially the full contract is signed and paid but then penalties for not playing are removed. The third tag wouldn't then have anything to do with his earnings, it would kick up to the average of the 5 highest paid QB's (assume QB'S are still the highest earners). So in any case, getting the 2nd tag is the key. It prevents you from ever being tagged again. Kirk cousins for example, will never be tagged again.Not signing does not benefit the player.

What I can't find but I believe is true, if a player sits and then signs week 10, plays 7 games, his 2nd tag is based off of the 7 game checks not the original tag worth, so again a 3rd tag is easily affordable.
