Tl;dr: Washington didn't refund security deposits and collected security deposits when they were not required, and also may have gamed the league's revenue sharing model.
 
Also screwed over deposit refunds for season ticket holders. The part where he was screwing the other owners is what will be his downfall. he should have sold the team 2 years ago when shit started to hit the fan. With the old name and pre-pandemic, and not being FORCED to sell...would have made more money and easier.
