This came up earlier (couldn't find the thread) but I've now read what they are saying is that the scholarship level of 85 players is not changing but you are not capped at 25 players per class. This became necessary due to the transfer portal and the need for teams to recruit over the 25 threshold.
I actually think teams were doing this anyway by counting some towards the past class, grey shirts, and other means but now the NCAA is recognizing that is stupid and just allowing teams to sign who they need to in order to get to 85.
So you aren't going to be able to put 120 people on scholarship like they used to back in the day.
