Penalty was huddled on by refs, announcement made, yardage marked off, ball was placed, clock was running. Then water bottles stopped play. Only then did someone watch the replay on the video boards and reverse. You can’t do that for that foul. And to not penalize for crowd b Javier was wrong, too.Re: the water bottle incident.
