Washington state was part of the problem. I'll also blame Oregon State, both Arizona schools, Cal and Colorado, hell i'll also blame Washington because they sucked for the better part of the last 10 years.

As I think about it, Oregon kept this conference afloat for the last 15 years, thanks to USC's sanctions. Give credit to Stanford as they had a chunk of success during that time and Utah tried hard to become a power, it just took them longer than people expected.
