Looks more to me like he has Nebraska losing to Wisconsin and Iowa.
He has Wisconsin in a higher tier bowl (Pinstripe) and Maryland in a lower tier bowl (Quick Lane).

That being said, to my understanding, once you get to the lower tier bowls with similar teams, the bowl committees can pick who they think will put the most butts in seats, fill hotel rooms, etc.
