California people.. I have questions about your state that I'm traveling through currently.

Literally working in florida for 4 months and know quite a few people from Florida and never in my life have I heard of people not being allowed to park outside of their garage as some kind of city ordinance.

Section 23-98
Any Junk must be located in a completely enclosed structure or removed from the property. Junk shall not be parked, stored, or maintained in the open unless it is necessary for the execution of a business enterprise lawfully situated on private property. All yards, open areas and vacant lots on which Junk is located are declared a nuisance detrimental to the public health, safety and welfare, and the said nuisance shall be abated as herein provided.

Junk means tangible personal property having little, or no, value other than nominal salvage value, and which has been left, placed, parked, or stacked unprotected from the elements, on a trailer or truck bed or outside of a structure, and shall include wrecked, inoperative, dilapidated or partially dismantled motor vehicles, trailers, boats, machinery, home appliances, refrigerators, washing machines, plumbing fixtures, furniture and any other similar articles.

Boat and Recreational Vehicle Parking
Section 3.06.03 (J)Lake County, Florida has several ordinances related to vehicles, including:
Parking
Vehicles with a gross vehicle weight rating of 12,000 lbs or more are not allowed in residential zoning districts, with some exceptions. Semi parking is only permitted on lots of five acres or more with a residence on the property. Parking is also not allowed on vacant lots.
Parking and storing vehicles
There is an ordinance that regulates the parking, storage, and keeping of vehicles, vessels, buses, trailers, trucks, and commercial vehicles.
Inoperable vehicles
Inoperable vehicles must be stored in an enclosed structure, such as a garage or warehouse. They also cannot be visible to adjacent property owners.
Golf carts
Golf carts must meet equipment standards to operate outside of sunrise to sunset. They must also comply with traffic laws and be operated by drivers at least 16 years old.
The Lake County Office of Code Enforcement enforces the county's codes and regulations, including parking of recreational vehicles, boats, trucks, and trailers.
Boats, boat trailers and recreational vehicles must be parked in such a way to meet the single
family front and secondary front yard setbacks established by Chapter 3 of the Land Development Regulations

Not at all. However, they like to hide that bad shit out of site. You aren't traveling down a major interstate and looking stuff like that. The powers that be want things to LOOK perfect, even when they arent.

Fix it or move it into my garage out of site. I got rid of the lawn mower eventually, the motor finally went and it wasn't worth fixing.

Things are different in the desert. Not much in the way of rules out there. Desert people are different. All that sun bakes their brains.
I would offer a possibility that there may have been a sign of some cerebral distress or impairment based on the goddamned fact they actually CHOOSE to live in the fucking desert.
