WVU has more wins than anyone without a national championship, has pretty much zero in state D1 talent, and has P5 programs that play their games in the same time zone all around them.

I'd say they are in the 1 slot or REAL close.

I would say Okie light as of now.. if u look at their recruiting history.. and being 2nd fiddle in a crappy state.. they have been a consistent winning program for over 2 decades now

Iowa and Wisconsin stand out to me.

In the SEC, it would be Kentucky right now although Mississippi State has filled this roll in the past.
 
Kinda got a soft spot for NIU, Toledo, and Utah St. They be some scrappy mfers.
