Spearing required it to be with the crown of the helmet, but also with your arms out and diving forward. Targeting is simply with the crown of the helmet. Similar, but not the same.
 
Find a rule book, and maybe try to use some brain cells if you have them. Nowhere in football history have you ever been allowed to hit with the crown of the helmet.

What's sad is this is the kind of stuff that morons cheer, but it can seriously injure the tackler. It's that kind of stuff that could potentially end football as a sport. On that play specifically, if he keeps his head up, the pain of his facemask to the ribs is the same, but he's not putting himself at injury risk.

The crown of the helmet is the portion of the helmet above the level of the top of the facemask. This foul requires that there be at least one indicator of targeting (See Note 1 below). When in question, it is a foul. (Rule 9-6) (A.R. 9-1-3-I)

PENALTY—[ARTICLE 3 and ARTICLE 4]—15 yards. For dead-ball fouls, 15 yards from the succeeding spot. Automatic first down for fouls by Team B if not in conflict with other rules. For fouls in the first half: Disqualification for the remainder of the game. (Rule 2-27-12) For fouls in the second half: Disqualification for the remainder of the game and the first half of the next game. If the foul occurs in the second half of the last game of the season, players with remaining eligibility shall serve the suspension during the postseason or the first game of the following season.
