There’s probably a lot of unranked teams that are better than UTSA as well. That doesn’t jump out to me at all.
UTSA is ranked because people respect undefeated, even with a very easy schedule

ohio state's last two opponents are 18-2. Oregon over ohio state based on head to head (if their records are the same).I do not think that resume means what you think it means.
I mean, Oregon opponent beaten win/loss record is 43-47, Ohio State's win/loss record of teams beaten is 39-51, Cincinnati's is 40-60.
