If someone is not eligible for the HOF, it makes Miggy a moot choice. I'll ask the question again in 5-6 years and the answer will be the same as now.
 
Besides, the HOF is a shit show. The All-time hits leader and the All-time HR leader are not in. The HOF is for greatest players not most popular players.

You asked for a player that has the most batting titles without being in the HOF. Today, there are two players that meet that criteria, in 5-6 years, the answer might be just Madlock.
