We could a hard cap draft where your first draft determines how much you have to spend on pitchers and hitters for the next draft.
So we have 80 cap for each league, if you spend 60 on hitters and 20 on pitchers in the NL, you could only spend up to those amounts for the AL as well. So if you decided to punt one side, you couldn't make it up on the other end. Would force drafters to try to balance as much as possible.
I don't understand why Punting is bad...
in the NFL, if we are doing only 22, then we need to all draft the same positions... But half the fun of these is to see how good a certain part of your team can be...
in baseball, all we need is either a relief pitching minimum, or draft ONLY a closer...
But Punting should always be allowed....
