That no longer is a relative figure. The important figure is that their number of cases have been increasing over the last week, and they have a rather high number of Covid cases in the ICU compared to the rest of the country.
Down does not mean increasing.

The virus is increasing in all but about 3 states. It's not going to go away until we have a vaccine. There is too much interaction between people in today's society for this to happen.
The figures I showed you are from the beginning. Therefore Wisconsin is not anywhere near the top of the chart. It did have the most new cases for two days last week, which is saying something considering the population. There are far too many states in the up down pattern of more or less cases than the previous week. If you look at the number of daily cases, which is a very important figure, it still hangs around the 40,000 level on a daily basis.
